Such things can happen if you accidentally connect your monitor to the motherboard instead of the GPU.

Might not recognise the hardware seen as it's much newer that the game so just defaults to say it doesn't meet.

Sometimes you get an old game and recommended settings will set to low for the same reason.

Some games will say that if they cannot read the list of resolutions your GPU supports which can be an issue with the GPU driver or a permission issue (game not running as admin / game is located in PROGRAM FILES / you have antivirus blocking the program from executing the API call that gets the list of supported resolutions and sets it).

Other times it can be a corrupt Direct X or Desktop Composition Manager (dwm.exe) issue. Only you know what is running on your PC...

This. For a long time, Fallout 4 was reporting "cannot detect video hardware" for anything beyond around 2017, for instance. And defaulting the settings to all-Low.
