You can test for cable's bandwidth by temporarily lowering to 1080p and 60Hz only. If it stops flickering then you will know where to look from there.
But yeah, it could be damaged.

does the monitors power light change?
if none of that, it can be bad backlight leds in the monitor
use the monitors osd menu, and turn backlight/brightness down to 50-75%
if that stops then it is a bad led in the backlight
for most new backlight strips are cheap on ebay/amazon, but replacing can be tricky, look up vids on yt/ifixit for that exact monitor
