Try turn off Rebar, and maybe turn off XMP, Unreal game hate AMD, so undervolt make the PC more unstable, and maybe, just maybe turn off VRR and lock your FPS
Can I remember the solution from 2018?
Maybe.
Now if I can remember properly, I believe GamingInputService is apart of MS (xBox) GameBar which I partially deactivated for similar PC crashing reasons.
I have the R9 5950x (Win10 Pro) and here is what I found on C:\

Just freezing then shuts off, hard to say what up but if you can grab another PSU from anywhere to test I would start there just off Thermaltake PSU's are pretty crap for most of them and the smart while label one you have is about as bad as they get, might be drifting too far out of spec which they are known for and you have a beefy CPU pushing it.
Here is a Thermaltake Toughpower GF A3 Gold 750W[www.lttlabs.com] and this has a crap 12V rail and both units failed the test suit.
When it shuts off does it restart or do you have to switch it back on?
If you have to switch it back on can you straight away or do you have to wait a couple of mins?
There is a reason they didn't put that cooler or any cooler in the box for the 5950X because it needs top quality cooling, even the 5800X didn't come with a cooler.
Man I don't even class an AIO as water cooling, stick one in it's fine if not grab a beefy tower from BeQuiet or Noctua or someone like that.

Yeah they are bad PSU's from Thermaltake, if you ever need a bigger one grab a Corsair or a Seasonic and you can go wrong.
Well yeah it is but it's a sealed unit unlike a full loop you have to build with connections everywhere, pressure testing ect.
