in bios, set fans to 20-30% at 30-50c, and to 100% at 90c
CPU Fan_2 Control Mode set it to PWM Mode IF the fan has 4-pins, if not you can use an application like ASRock Fan-tastic tuning or use CPU Fan_1 [Standard] or [Customize].

Make sure the fans are plugged into the cpu fan header on the mobo also.
