Steam Client (or signed into the website)
Go to Steam Support, click the Game Name for details.
There is a perma-remove option.

However you might want to ask actual Steam Support person; I'm not sure if this will allow the removed game to come back onto the same account or not. My guess and gut-feeling says no.
Tried this, steam is a deciever and despite saying you've permenently removed it from your account retains your ID and lets you restore it IE not permenent or removed at all, tried to work with steam support but they linked me to something totally unrelated
It's a license deactivation; you have to re-purchase the game in order to activate it again.
A license can't be removed from an account 100%; only hidden and turned off. As it's useless to anyone else and they can't simply discard it.

you can buy the bundle if you own part of it, and still get the discounts on the remaining items

if you want a refund on the game that has less than 2 hours of playtime,
contact support, using purchase history

What are you trying to accomplish? Why are you trying to buy a game twice?

thats exclusive to "smart bundles", in this case it is not a smart bundle

what game/bundle are you trying to re-buy

you could make a new acct and buy and gift the game to your current acct

Can you buy a code as a gift and activate this way?
I think I’ve bought something this way when a deluxe edition was cheaper than individual DLCs.

It might help to tell us what you are trying to buy, I've ever not had a discount applied in this way.
