Why do i say that? Because normal systems have no microstutter. Therefor you or a software has messed up. Start removing all un needed software like mouse keyboard and AIO software and only the basic drivers and game should be installed and tweaked.
I didn't messed up, I did clean installation, without any software for mouse or keyboard or AIO, had basic drivers.
what is AMDip tho?
I'm running a 7800X3D with a 5080 yet the system is just as smooth as the i9 12900HK laptop next to me
People kept on yelling "E cores increase latency" on Alder and Raptor Lake. nothing happened in my experience
"AMDip" or whatever nonsense is this? also nothing at all

2. Try adjusting C-states from auto to enabled

It's a jokey term given to the, way ryzen tends to have more frequent micro stutters or dips than intel, tends to ocour mostly in 'large' open world games.
Your systems will suffer dips and stutters, every system does, some people are more susceptible to noticing these tiny drops than others are, it's just they tend to be more frequent on the 3dvcache cpu's in large games, in small stuff and most e sports it doesn't tend to be an issue as much.
One place you'll find it very bad is in stuff like cod warzone.
On the other hand, your max and minimum fps numbers are great and above Intel, infact Intel needs expensive high end chips, mobo and memory all tuned to even get close to a 9800x3d's numbers, which is why AMD tends to make more sense these days, you just gave one itsy bitsy downside many refuse to acknowledge, though, the issye is VERY much improved with the latest generation and I suspect will be gone entirely in the next one or 2.
If you don't notice stutters or micro-stutters, be happy, thry drive me and many crazy.

See if anything is maxing out. Vram, system ram, etc...
990 pro gets pretty hot but shouldn't be that.
Using anything like msi afterburner? Turn off gpu power monitoring.
Any background apps running? Wallpaper engine.
Any back ground recording apps?
Any rgb software?
See what's in task manager start up.
Any secondary drives failing like a hdd?
I've seen countless threads from Ryzen users complaining about frequent microstutters or even full on stutters on reddit, steam forums, and other web forums, it's a common issue among Ryzen CPUs where they just can't maintain their performance metrics and it's probably related to the fact that AMD's silicon can vary quite widely and they push SKUs more or less to the limit out of the factory even if it takes extra voltage with some versus others as is the case for silicon lottery. I believe it is possible to alleviate it by tweaking settings in BIOS to make things more consistent as I've done that before with a 3900X and it did help.
A lot of eSports professionals switched from AMD back to Intel because of AMDip, it was just more hassle than they wanted to deal with.
It unironically sounds like everything I had with the i9 9900K after all of the security mitigations it got over the years and made my main game (ffxiv) practically unplayable and to the point I noticed stutters in the Windows desktop which made me switch over to the 7800x3d over a year ago
This is very bad and definitely not normal for your hardware.
Do you play on a mouse and keyboard?
Test camera movements on a controller
to determine if it causes the same stutter. Mouse caused stutters are not that rare.
Other things to check:
- make sure you don’t use AFMF and anti lag. Both can make frame pacing bad. Anti lag in particular.
- make sure you have FreeSync/VRR on.
- no daisy chain connection from the PSU. Especially on the CPU side.
- test with Smart Access Memory activated/deactivated.
- test without expo and no PBO
- close all background app - including monitoring software to see if they don’t cause stutters.
- make sure there is no recording functionality on in adrenalin. It shouldn’t normally cause problems but can on a damaged windows.
You can also check some video benchmarks on YT. Your setup is very popular so you can check tons of games and frame time graphs.
If there is no dips for others then there is an issue on your side.
And a frame limiter is almost always a good idea to flatten a frame time graph. Your hardware should be able to hold a perfectly flat line without any dips.
