People are still able to use GTX 9/10 GPUs on Win7/8/10 with Steam all working and games and drivers; while those would be outdated drivers with regards to Win7/8; that's all you need for legacy games or games that don't have a need for users to use the latest drivers for RTX related features and optimizations. Now sure, some games and even clients no longer support Win7/8; such as Steam (for future updates beyond a certain point; but an older Steam Client does work still) and also ones such as EA and Rockstar which simply stopped supporting and working on Win7/8 altogether.
