Go to your BIOS and disable "X3D Gaming Mode" in there
What exactly is x3d gaming mode it sounds like it is required run 3d cache or something.
It was meant more for those X3D CPUs with 2 CCDs
on the 7900X3D/7950X3D/9900X3D and 9950X3D. the 3D cache is connected only for 1 CCD
So what it does it turns off the second CCD and makes the 9950X3D to behave just like the 9800X3D. it also turns off SMT (AMD's version of Hyper-threading) to reduce latency
The benefit from it applies to a really specific niche audience and most people will be better off running their X3D CPUs as is.
Oh yea the dual ccd crap. Yeah thats not even a setting 7800x3d or 9800x3d should see. In bios imho it should be greyed out stating OFF.
Additionally balanced power vs highest. Was that not a dual ccd thing too? Why would a 7800x3d not be on highest setting for power? In the older chips not using full power and using power optimizations in bios like EIST would cause worse latency/frametime/lows it was always best to disable power optiomzations. So why is he running balanced?
I haven't messed much with Windows power plan on my 7800X3D as I don't know much about that one. kept the default (balanced) and playing all my games with it
All I did in my platform is basically:
-Turn off the iGPU
-Enable EXPO
-Install the AMD chipset drivers
So far I haven't noticed any weirdness or anything with frame times being unstable
It had an effect on system latency too with latencymon to get the best lowest latency you used to need to disable all forms of power optimizations and keep power to high performance. I do this as i never let my pc idle it is for games and thus if idling shut it down there is no need for power optimizations imho.

They're Polish not Chinese as well. Which means they have to follow EU safety rules so it's probably much safer than an American made one.
I don't think my current bios has it as it's still from march of last year. No reason to update it, really.
