Not sharing your PC specs when you're having issues is like asking someone to help fix a problem with your car, but not telling them what kind of car you drive.

Clean install later GPU Driver or clean install an older one and do not allow any auto updates to occur; disable that in your apps/OS.
Verify your OS in PowerShell using the SFC and DISM commands
Verify your Games via Steam via game properties.
Update BIOS as well as other drivers such as Intel related drivers.
Check for any suspicious background activity. Win11 updates over time may have reset some things so check all of that as well. Disable Core Isolation and Memory Integrity in Defender.
RTX 4060 then you most likely want RT off, and use DLSS
Use DLSS updater app and add game libraries to that and do a check for updates; this can easily update all supported games FSR and DLSS files to latest versions.
Not hard to just wipe all the installed drivers and any extra drivet r4lated software out, which wipes those configuration out and reboot and redo them, then reconfigure everything properly
Because otherwise you were most likely CPU bottlenecked.
If you are not CPU bound and not FPS limited then the GPU will always try to reach 99%.
CPU on the other hand is more tricky and can be a bottleneck even below 50% utilisation.
If you like to be easy on your hardware then FPS cap is the simplest way. Then you can add some undervolting and top tier cooling.
As for why you always share your specs, someone might also have an oddity like yours and go 'oh yes, this was the cause'.
Plus, it's just common courtesy, you haven't really given half your system spec's or how the game was and is now running, only that it was running heavily under utilised before and by usage atleast, properly now, likely higher fps too.
Any chance you had your fps locked yo 30 or something before and us now unlocked?
