what is the optimal driver for intel hd 4600?
i can not ask intel, as the gpu is out of support. or so i believe. i am using my gtx 770m for gaming however. what is the best driver for my integrated gpu? my dedicated gpu is already updated to the latest driver. the driver for my intel hd 4600 is from january 2020. it is supposed to support feature level 11_1 but only supports 11_0.

Then you got the latest driver from what I see on the intel website for your integrated GPU. And at least according to TechPowerup your integrated GPU supports DX11.1 as its feature level is 11_1.

However, if a higher level of DX11 is needed, then you might run into issues with your iGPU.
the current driver only provides feature level 11_0, according to dxdiag.

That is likely for your GTX770M as that GPU only has feature level 11_0 according to TechPowerup:

the intel hd 4600 only supports upto dx 11.1 not dx12 or later

even if it has a dedicated gtx 750m or similar it will still be limited to dx11.1 by the igpu

directx is always limited by the lowest part
os/software, gpu and igpu

That doesn't matter. What matters is the iGPU.

windows 8 only supports upto dx11.1
but i am currently restricted to 11_0
HD 4600, GTX 770M and Win8.1 are no longer supported, period.

Here are you Drivers:

For Intel Chipset and iGPU run this:
https://www.intel.com/content/www/us/en/support/detect.html

GTX 700M series Notebook GPU Driver
https://www.nvidia.com/en-us/drivers/details/145873

First, use DDU and run it in Windows Safe Mode and then clean out everything for Intel and NVIDIA GPUs. When done, reboot normally and run the Intel tool linked above first. When those are installed, reboot and install the NVIDIA GPU Driver. Reboot once more when done. Then launch NVIDIA Control Panel and set Power to Prefer Max Performance and set High Performance GPU as the Default.
