If you post your current system specs and budget limit i'm sure people will chime in.
Need to say what "budget" is for you. Especially the way everything is more expensive these days.

(that said, going from a 1060, a $250 5050 would be a huge upgrade. Even though it's an objectively terrible card compared to other stuff in this generation. And $250 is basically the minimum price for GPUs now.)

Which cpu do you have? If you’re buying new a 4060 or 5060, I suppose. But it’s likely your cpu is also aging and won’t do the newest tech justice.

If you want to buy new, a 5060 gets you access to all the best and latest tech and beats out the 2080ti when 8GB of vram is enough (loses otherwise), though if you can get a 2089ti for 200 ish, it would be a great option.

Pushing to 400 gets you (in my opinion) the best gpu this generation (for all around capabilities and price) the very capable 5060ti 16GB.

There are also the 9060/xt, they are a bit cheaper (50 to 80 bucks) below nvidias options, but, perform a bit worse with upscaling, frame gen and raytracing, but, then you have a used card to consider if your budget is very tight.

As for cpu's, second hand 5700x3d or a 12700k are great deals, new, the winner goes to team red due to cheaper mobos and memory to get great performance with a 7600 / 7700x / 9600x etc all being great options, if you want to go new with team blue, there are some very good deals on the core ultra 265 to be found.
