(that said, going from a 1060, a $250 5050 would be a huge upgrade. Even though it's an objectively terrible card compared to other stuff in this generation. And $250 is basically the minimum price for GPUs now.)
Pushing to 400 gets you (in my opinion) the best gpu this generation (for all around capabilities and price) the very capable 5060ti 16GB.
There are also the 9060/xt, they are a bit cheaper (50 to 80 bucks) below nvidias options, but, perform a bit worse with upscaling, frame gen and raytracing, but, then you have a used card to consider if your budget is very tight.
As for cpu's, second hand 5700x3d or a 12700k are great deals, new, the winner goes to team red due to cheaper mobos and memory to get great performance with a 7600 / 7700x / 9600x etc all being great options, if you want to go new with team blue, there are some very good deals on the core ultra 265 to be found.
