was a budget build, been slowly upgrading over time
Ryzen 5700x3D for about $250 is the only option that makes any sense in my opinion. Or a new build but that would cost much more.
the amd a boards are good for low end cpus, and often with weak vrm config that will choke any mid+ cpu that needs more than 80w to hold turbo/boost clocks
with that board, keep the stock cooler on the cpu, to cool the boards vrm mosfets

Are you sure it’s this cooler? Or just similar to it? That cooler is for an Intel socket mount. The stock AMD cooler that likely came with the R5 5500 looks similar to that one.
Yeah pretty much any of the 240 AIO models should be ok for the 5700X3D.
If you’re going to go with an AIO my personal preference and one of the top rated models would be the Arctic Liquid Freezer III 240 or 240 Pro. Last time I looked at one for a friend they were around the $65-$70 (USD) price point. If you don’t mind the RGB you might be able to find one of the A-RGB variants for slightly less but normally they will be the same price or a bit more. Either of them will also come with a small .8g tube of their MX-6 thermal paste.
The AMD cpu was preowned from a secondhand retailer near where i live, so no cooler came with. I just went with that one. It is that one i'm using. Pretty sure it is, look identical. Was over a year ago i built this. can't fully remember... or where i got it LOL
My rig is full RBG, i like the fancy lights tbh lol. So thats no problem. I'll go with one of those then :D
