Is the OS from the steam link 1003 available for raspberry pi?
i want to make a steam link handheld with my raspberry pi 5 and I just want to know if the Linux distro from the 1003 is available for it

What you mean for the Pi?
Just put Linux on the Pi and you're good to go
The default Raspberry Pi OS is Debian customized for ARM. There are options for running Steam on it, but Steam Link is easier.

I have Linux on it, I just want something that prioritizes remote play, it ran like crap with the steam link program

And make sure both systems are on a Wired connection with 1Gbps

WiFi is very iffy with Steam Link

Don't bother, you need to run sunshine (lizardbyte repo on github) on your gaming machine and moonlight on raspberry pi. steam link is massively slower and more resource intensive.

idk about the router, my parents set it up, the case has a heatsink and the fan port broke, i used moonlight on my phone and it worked with like zero latency, that's what I've decided on using
