Low gpu usage on windows (4060 / R5 5600x)
So i reinstalled windows a few days and since i noticed extremely low performance in almost all games except RDR2 and Stellar Blade. It feels like some kind of power saving feature is on but its not, its all set to highest performance everywhere. BIOS is updated, Chipset is updated, my monitor res is 1080p.

Before i reinstalled windows i had normal gpu usage 95% - 99% - Now it got so bad i can't even play without lag. In Delta Force my GPU sits around 50-70 instead of 95%. I should be getting over 300 fps in CS2 but i can't even reach the 200 anymore. Deep rock in the hub im getting 70 fps and GPU is at 20%. When i do a benchmark i get normal results. This makes no sense.

Is there anything i need to enable / change in BIOS or somewhere? Im about to give my PC to the PC service store because this issue is driving me crazy.

is the display 60 or 72hz
it cant show more than that in fps anyway

higher fps will be partial frames stitched together

or enable fast vsync, so the gpu does not go to idle when its done drawing before sending a new frame to the display
will not send partial frames, just the latest complete and can get over the refresh rate in fps
but may lead to uneven frame pacing

best to use rtss, where it will cap fps at refresh rate, but wait til the last moment before drawing the frame

rtss = wait -> draw -> refresh -> repeat
vsync = draw -> wait -> refresh -> repeat
fast(old) vsync = aw -> draw -> dr -> send last complete draw -> repeat

or vsync off = draw -> send d -> draw -> send ra -> draw -> send w -> repeat

Its set to 180hz. I tried enabling vsync but that doesn't fix my low gpu usage. Before i reinstalled windows i was playing without vsync and my GPU was working as intended.

after you reinstalled windows, did you install the mobo drivers?
get them from the mobo mfg or oem site, never windows update
chipset, audio, lan, wifi etc..

Yep. I updated BIOS, AMD Chipset, used DDU to delete older driver and installed newest nvidia driver, XMP enabled. I tried with gsync off / on / Vsync on / off, i tried high performance powerplan and ultimate. Result always the same...

The only game which uses 98% constantly without a single drop is RDR2. But im 100% sure before i reinstalled windows most optimized games were using 95% of my GPU. Delta Force, BF5 even Deep Rock galactic.

Im really out of ideas...

if not, then its cpu limited or something else is limiting it

also make sure the refresh rate is correct in gpu control panel

No thats the issue, its below 60% ín most games.
It seems like something is limiting the CPU and i dont know what.
My refresh rate is set to 180hz.
Download sysinternals process explorer run and look gpu graphs i repeat look at graphs. Peek points give some ideas.
Also Windows hd audio driver terrible so i disable it and use amd radeon hd audio driver İf you have monitor that has audio output

All i have installed is msi afterburner so i can see my FPS / GPU usage.

after burner is the only program that does undervolting and fan curves......its like you dont know what your doing......uninstalling for me would lose 20% performance and give temps in the low 90C range......
why would i need doing curves and undervolting, i paid 300watt gpu, iam gonna use 300watt gpu
no seriously, game like dota2, my gpu clock only stuck at 500mhz, then i uninstalled it, stresstest again, back to 2600mhz
so i dont know, worth to try

can also be the board if its throttling the cpu
or cpu cooler if thats not good enough and the cpu is overheating and throttling
