in a poor mobo, or slow ram the cpu will never reach its full potential performance

8+2 with heatsinks can give the cpu cores ~200w, more than it should need
xmp/docp looks to be enabled
1440p displays will get lower fps than 1080p displays
compare bench results at the same res,
that has a huge difference when gpu bottlenecked (if gpu at 90+% load)
or if vsync is enabled, it will cap it at the displays refresh rate
I've had performance issues with my Asus ROG B550E back when i upgraded from 3700X to 5800X3D but a bios update solved the problem

Are you sure it's Cinebench you're using? as it's a cpu test only.
