RAM usually helps if you have stutters or If you want to use chrome for music etc while playing and since you have 2x the RAM the game recommends,it's nearly impossible to see any improvement regarding your FPS.And even IF you got more fps,we are talking about 1-2 fps,if any at all.I would recommend stepping up your GPU to a 1060 6GB or more if you want more fps.

or if the new ram kit is faster, yes
but the 1050 is most likely the limiting factor
and fps higher than the displays refresh rate is pointless
with vsync on it will only display the latest frame drawn
or vsync off, each displayed refresh will consist of multiple frames stitched together with tear lines
Then, not really, your system is the limit, cpu and gpu are slow, faster ram could have some minor gains, depending what you are running, but capacity doesn't matter as long as you have enough, extra does nothing.
Adding more RAM for your 16 GB will do nothing.

While it depends on the game, you may be at the limit of your cpu pretty much, upgrading the gpu will allow higher settings, but you might not gain much or any fps, what games are you playing?
There would be drops and stuttering due to the swapping on the occasion.
A game that still runs at over 100fps on a ten years old entry level card as the 1050Ti won't need much RAM anyway -- back then, 8GB was still common, and 16GB the recommended. I had a 1050Ti. It didn't run at 60fps on the first game I bought right with it, Dishonored 2, on reduced settings.
