They will probably adopt Google's new rules where prolonged inactivity will see it eventually deactivated.

It gets deleted or hacked unless you you have a family member

stay on your ssd until someone erase it or the destruction of your ssd

else probably stay on valve server until valve being forced to erase it

Since accounts are not transferable, the account dies with you.

However in reality they will just lay dormant and unused. If you give your login information to someone else before you depart this mortal coil, they could technically log in and use it, but since this is against the terms of use they risk ban. Honestly though I doubt anything would happen.

Nothing.
It sits in limbo.

I have a deceased person on my friends list, I don't have the heart to remove them but the account just sits there even after 11 years.

Find a young orphan and pass them your identity and all your accounts before you go, have them secretly dispose of your body and take on your name. Then inform them they need to do the same when the time comes.

They will continue to contribute to the legacy and you will live forever.
