The EU country refuse to discuss peace unless Russia returns all territory, including Crimea, Putin steps down from his role and is charged in front of the ICC.
Of course neither Zelensky nor the EU "leaders" are invited to the actual peace talks.
Instead they will have to face a fait accompli if Putin is smart enough to propose (or accept) conditions that Trump will like.

The Summit meeting cannot be held in Europe because the EU would have to reverse itself and let President Putin have access to a European nation without them trying to arrest him for supposed war crimes.
