1st tier and 2nd tier cities in america? Which american province bestest?
Can someone rate each city in america as either 1st, 2nd or 3rd tier? Remember to state which province they are at.

For example LA is a city in the province of california.

Helping my chinese friend to ask.

Wyoming and Vermont have the lowest homicide rates.[www.cdc.gov] at 2 and 1.7 per hundred thousand. Idaho, Utah, North Dakota, Minnesota, Nebraska, Iowa, New York, New Jersey, Rhode Island, Connecticut, Maine, New Hamshire and Hawaii are also relatively low. Everywhere else is pretty close to the national average, more or less, although it should be noted that there are some rather dangerous cities and urban areas in Urban California. California just sort of averages out because there are also very high scale and rural areas.

Avoid Louisiana, Mississippi, Alabama, Georgia, South Carolina, Delaware, Maryland, the District of Columbia and New Mexico. Those areas have the highest homicide rates.

Established residents of Puerto Rico has a high homicide rate too, but has exemptions to certain kinds of federal income tax[puertoricoreport.com] if your only source of income comes from within Puerto Rico because it's not a state and thus doesn't have representation in the congress (there are some federal payroll taxes). Alaska is super cold and also has a high homicide rate with a relatively high cost of living since it's noncontinuous from the lower-48, but it also has no sales tax or statewide income tax (sales tax is charged by the counties) and pays out a permanent fund dividend from the state's oil profits.

If you're looking to avoid taxes and don't want to risk an elevated risk of death New Hampshire only taxes interest and dividends: No sales tax or statewide income tax. Hawaii is an island paradise but the cost of living is high. Property tax is charged by the municipality

Public education likely sucks wherever you go, albeit to greater or lesser degrees, but here's a ranked list of colleges[www.forbes.com].
