Why do the mods lock old threads?
Just because they are old doesn't mean they don't still have the potential for value.

It sucks, but at least they are transparent and they give a reason here. Unlike Gamefaqs the mods abuse it to quietly sweep a topic under the rug to bypass dispute oversight.
I can understand why they do it on other forums, but on off topic, I feel like sometimes the mods are over zealous with their mod powers

actually, they do this also, by completely deleting threads they considered to be 'inflammatory' or some such and only the thread's OP gets a warning message. I got one such message recently, tried to find my thread, but it wasn't locked, it was gone.

You can at least contact Steam Support to file a dispute on a deletion. Of course results will vary.
They usually don't have value and the person who revived it is just spamming.
I don’t mind reviving old threads. The issue is reviving threads that aren’t relevant anymore and is already concluded. Plus OP is probably long gone by then.
Well everything is archived and you can search. We don't need potentially irrelevant topics and just so many in general fighting for the first page. I think the min for something to be considered necro'd is like 1 or 2 months and that's fair.
Most of the time, the thread ran its course or has since been solved, and then someone (typically via alts) goes and necros it years later with spam.

Odd that only discussions more than three months old are considered "confusing".
