Replicator limits
So in star trek you xan make anything you want in replicator

How is that rationed. What stops you from replicating latinum and buying a moon

i think you cant replicate latinum
Latinum is the densest non-radioactive element and it would take too much energy and resources. Matter doesn't come from nothing. The ship has to have the raw material like how 3D printers work.

Who decides what the ration is and how much you can make

Each citizen must have a ration card or something

I'd replicate the Borg and then let them use the replicator.
There might be a blackmarket for replicator ration cards. Some people might save 5 months of cards and trade them under table
