Class of 09' and its DLC are also hilarious, but they're very short visual novels with basically no gameplay.
Disco Elysium is a deeper social critique. It'll make you laugh, it'll make you cry, it'll make you think. But again, it's basically an interactive novel, though a much longer and more polished one.
