I mean in my nation (netherlands) there is good social welfare.. but also the income trap..
meaning if you move from welfare to a minimumwage job you often decrease in income.
-not only cause all of the sudden you must make expenses you did not had to make before due having work but also due now not getting the subsidies and grands you get on wellfare but not if you earn JUST above that...
but society has a massive social stigma.. generally it is not important what you do people in any job are equally respected.. but the unemployed are seen as less..
meaning people do not want to befriend you date you etc.. better be a burgerflipper or anything than unemployed.,.. not for the money but the sociat stigma.
also at every birtday every social even every strangers first question will be "what you do for work" heck even in the taxy or barber or supermarket this is asked all the time..
than work.. basicly if you have been in jail no problem getting a job.. but if you are currently unemployed nobody wants to hire you.. and the longer that is the worse.. if your without a job for over 12 months you basicly are never hired ever again...
volenteer work.. can help dull the emptyness of the days.. but is socially not seen the same value so the stigma remains and it does not adress the nobody wants to hire you issue..
so to than break both problems with a temporal fake job so you become hirable and datable and friendable again... I get that.
imagine the horror of sitting at home all day.. being in the office, having collegues doing work.. it gives meaning.,.sure with a billion euro you could create that perhaps without work.. but imagine being on wellfare sitting at home all day.. you would absoluytely need to get some volenteer job for 40 hours a week or go absolute bonkers...
and if that volenteer job.. would for 6 euro a day.. fake your cv, give you reference to future employers.. so you can report to future paid jobs experience. and also hold fake buisniiss parties that you can keep your date and parents and such satisfied with.. ... I see value in that..
would not work.. welfare actually looks at your real income.. and you need not to have worked to qualify. you would do this while actually on welfare without having to say that to friends and family and future employers.

alternative use I have seen used... in my nation some houses are only for rent at income above a certain treshold.. say 36k a year minimum..
welfare is closer to 28k a year so those cannot get those.. it is a way to keep wellfare people out of certain houses.
there is a housing shortage so getting a house is hard..
morgages also bases on annual income.. generally the amount you may pay per month for a morgage is not even halve of what rent is.. same house is much cheaper per montht to buy than rent.
say 400k house cost 2000 euro a month rent, while the morgage on that including paying it off in full over 30 years would be 1700 euro (of which the interest is tax deductable too) so actually 1400 euro to you but the bank will not give you that morgage..
so people save up say 10k.. give that cash black to a friend who than hires then for 3 months at 4k a month.
sure this will mean they don't get wellfare for those months and loose most of it to incometax..
but this will on paper make their annual income much higher so now you can get either that social house you were exclused from (and after your income dropps they can't kick you out AND due your income now low they are forced to lower your rent.. thats how the law works they can block people of certain incomes from getting in.. but they cannot evict them nor charge more than x of their income on rent..
alternative they get a morgage on that artificial higher income..

basicly it would be only usually as a front to partner/family and perhaps a future employer...
as well if your currently unemployed NOBODY is inviting you for a job intervieuw thats just how it works.. only people who have a job now are considered for hire for another job.

basicly there is an empty office... they can sit in looking at their phones or talk to eachther...
so far as I can see there is no computers provided .. nor a watermaker or coffeemaker..
(and if there is it might be that the use of those costs extra) like coffeemachine cost money)
there seem to be a desk and a place to plug in your device.
having basicly a public workspace to do your own thing for 6 euro a day.
which in itself is not a bad deal...
but on top of that they provide al false website, with false adverts for not excisting products, a false buisnislicence, so that you can fake to dates, friends, family and future employers you are doing something.
basicly a commercial version of using mate to back your false reference for a job.
the mayor issue I would take is that basicly what you see there is people still basicly forced sitting on their phone all day.. nothing to do...
personally I rather would do volenteer work while not paid and giving 0 social status at leas than you can DO something..
sitting 8 hours in an office with litterly nothing to do is torture...

still having unwanted employees is not always a bad sign... it could be that due automatisation those low jobs are just no longer needed or pay so crap that basicly those people are not needed.
chinese culture has an unhealthy amount of fakery going on on so many levels..
from stones on sticks.. to green painted dirt... to gutteroil... to plastic rice..
having fake jobs is just another example of it..
china is basicly the nation of faking it.

you would expect china to be like : if you don't work, and contibute to the glory of china.. we will cut you to pieces and sell your organs, to contribute to the glory of china.being unemployed -1000 social credit per day nor working... and once you hit -1 million social credit chopped up you will be.
Oh that that's still going strong, and stories like this one here. Don't deter the true believers. The folks that bought into that. Are either hyper conservatives. In other words the very xenophobic, or the nationalistic who want to believe propaganda. Anyone not interested in going along with, or following some kind of marching orders. Has known that China is a train wreck, and has known so for years now. Communism absolutely guts the societies/states where it takes root.
