rather than relying on militia, essentially a costneutral solution owing to citizens paying for it themselves, it is instead trying to emulate an imperial army.
this is like trying to attack a 50,000 man blood cult army province in crusader kings 2, using a 500 man mercenary force.
this leaves the us able to deploy, but otherwise extremely weak. russia suffers the same problem.
