It's for those that wanted something on their comments so they just ask random people to trade "reps" to make their profile appear less lonely.
It's a useless reputation system that is often used by scammers to look like a legitimate trader with a good reputation and many profile comments. Plus, you can easily manipulate your "reputation" by deleting negative comments or by "trading" for positive comments ("rep for rep").
At that point, it's basically just spam.
