Mostly only developing nations in Africa, South America, and the middle east still have positive birth rates.
Our prosperity is vanishing and educated people will refuse to have children if they know they aren't able to enjoy the same quality of life that their parents and grandparents had. There is something very wrong with the way we are running our economies and the people who can fix it are the parasites who get rich and fat off of the problems, so they aren't motivated to fix it.
If things improved for the rest of us, there is no doubt in my mind that we would start making more babies.
Well I am not Japanese. But I have an invested interest in Japanese having children.
So I would argue that's not relevant at all.
Japanese women literally wet themselves at the idea of becoming a housewife. At least this is what anime suggests. They really aspire to it.
Oh, and tax breaks/credits.
That's my laundry list, anyway...
I don't watch anime. I have seen Berserk, Claymore and Hakumei to Mikochi. So, I've seen everything I needed to see.
It's crazy but I believe the Japanese government already implements most of these.
