It's an economic issue and while it's especially severe in Japan, the same thing is also afflicting all developed nations. The entire western world, even Russia.

Mostly only developing nations in Africa, South America, and the middle east still have positive birth rates.

Our prosperity is vanishing and educated people will refuse to have children if they know they aren't able to enjoy the same quality of life that their parents and grandparents had. There is something very wrong with the way we are running our economies and the people who can fix it are the parasites who get rich and fat off of the problems, so they aren't motivated to fix it.

If things improved for the rest of us, there is no doubt in my mind that we would start making more babies.

i can tell you one thing, I'm not having a kid for sure since my guy isn't from the same country so the child would not be one sided

It's always the same problem, raising a family is a lot of work. And having extra-work when your society already try to milk you to death, isn't very sustainable. A lot of peoples want childrens, but can't afford that because their society already ask them too much.

Vastly increase the level of compensation for overtime, make people more selfish so they stop constantly working overtime for almost zero increase in productivity (enforced at corporate level, make them have a healthy culture), make them actually take leave and vacations (corporate level, you get vacations go take them, it's an inconvenience not to), offer up free/subsidized childcare especially for early years, come down hard on black companies violating labor laws, find ways of encouraging the building of affordable family homes and help young families with attaining decent accomodation for them and their children.

Oh, and tax breaks/credits.

Asian women should migrate to Western countries. Western men are going to Eastern countries to find women to marry.
