If parents want to have a second child, do they need the consent of the first child?

Yes, in fact, parents must get full written consent from their firstborn, have it notarized, and pay a processing fee before they can even start trying to have a second child. Breach of said contract is punishable by fines and prison time.

If the parents are wondering this, then maybe they shouldn't have any kids at all
well no, but if the first child is old enough it would be a kind thing to do to explain the situation to them. you see this in films and such the parents ask their children: "would you like a brother or sister?" most parents do this to prepare their child, i think, so they do not fear they are being replaced or overshadow, so to speak.
