It actually surprisingly has a working story and side missions. It's not one of those "map mods" for GTA IV that simply loads the Vice City map into RAGE but has no scripts, missions, or civilians.
Almost all the side missions and the entire story missions actually work. Which is probably why they shut down their YouTube channel. It makes the GTA "Defective Edition" of Vice City look like ass. Hell, it seems even more optimized than GTA IV itself was, even though it's using the GTA IV 1.0.7.0 patch as a base.
Pretty much. It's currently being torrentted and seeded by thousands of people. They put it out as a torrent file on GTA Forums so they don't have to host a server, and even if Take-Two took down the mod, it's already out in the wild and others can simply reupload it.
