Background

The origins could be traced back to the KGB (Soviet Intelligence and enforcement).
First Deputy Chairman of the KGB and Director of the KGB and First Chief Directorate responsible for foreign intelligence Yevgeny Primakov.

(He was promoted to this position after the failed coup against Gorbachev in 1991.)

1991–1996: Director, Foreign Intelligence Service
1991–1991: Director, Centre for Strategic Research
1991–1991: Director, KGB First Chief Directorate
1989–1990: Chairman, Soviet of the Union

After the collapse of the Soviet Union and into the Russian Federation he was head of the Foreign Intelligence Service (SVR) - he was not a reformist in this position.
It is difficult to explain what this is to be brief it is like a link between Intelligence Services during this period. It can authorize what can be shared and 'done' through the Military intelligence. I may make a post going into this period in more detail. As this post is about BRICS.

From his position he obviously gained a lot of recognition from other countries and credibility for his role.
He was a supporter of Slobodan Milosevic, to give you an idea of his person.

The Primakov Doctrine :
(this is the 1990s note)
That the security of Russia is in its Superpower state and cannot allow other alliances / forces to challenge this status.
It is to expand influence into former Soviet members and expand partnerships / influence across Asia.
Particular importance is India and China with Russia the theory is they can create a powerful strategic partnership.
Now look at who has the largest distribution across the world of its products in 2025

The Primakov doctrine revolves around five key ideas:
First, Russia is viewed as an indispensable actor who pursues an independent foreign policy;
Second, Russia ought to pursue a multipolar world managed by a concert of major powers; Third, Russia ought to pursue supremacy in the former Soviet sphere of influence and should pursue Eurasian integration;
Fourth, Russia ought to oppose NATO expansion;
Fifth, Russia should pursue a partnership with China.[2]

The doctrine led to the gestation of a Russia, India and China trilateral format, which would eventually become the BRICS.
