Background
The origins could be traced back to the KGB (Soviet Intelligence and enforcement).
First Deputy Chairman of the KGB and Director of the KGB and First Chief Directorate responsible for foreign intelligence Yevgeny Primakov.

After the collapse of the Soviet Union and into the Russian Federation he was head of the Foreign Intelligence Service (SVR) - he was not a reformist in this position.
It is difficult to explain what this is to be brief it is like a link between Intelligence Services during this period. It can authorize what can be shared and 'done' through the Military intelligence. I may make a post going into this period in more detail. As this post is about BRICS.
From his position he obviously gained a lot of recognition from other countries and credibility for his role.

It is to expand influence into former Soviet members and expand partnerships / influence across Asia.
Particular importance is India and China with Russia the theory is they can create a powerful strategic partnership.
