It says it require a controller on the store page.
most of my games with steam work fine with the wired xbox one controller for Windows 10/11
I don't use wireless controllers because the battery cover always fall's off and the battery's fall out and I find them clumsy to use and I don't like bluetooth controllers either

I've never gotten this pop-up before, so not sure if it's from a recent Steam patch?
Anyway, it turned out I could use kb/m with it, but it was a bit awkward since you had to use the arrow keys combined with the WSAD keys and some other weird combos.
I do have a controller, though (DualSense), but I normally only use it for driving and flight and such.
(Btw, I played the game for a few hours (also with the controller) then refunded, since it wasn't really my kind of game. Story seemed good, but the gameplay with lots of action sequences and parkour and such put me off, along with the controller thing.)
Quite literally doesn't support keyboard and mouse.

This one only recommends a controller (when starting it), and is the only game of this kind where I have used the controller throughout the game. I saw it as my 'controller tutorial' (never owned a console)
But awesome game with lots of feels!

That is a console game.
Controllers have certain analogue inputs that can be held down, but it's not like you can't crudely convert those inputs into binary inputs or maybe use the mouse if it's just for aiming.
Even if the developer made the fantastically idiotic decision to not make their game compatible with the input methods every P.C. owner is likely to have, you could just use joy2key to bypass it.
The only way I can think of for a game to maybe require a controller is if you had to walk slowly to phase bypass some sort of obstacle, but even then devs. would likely rather use a run or sneak button rather than require you to just barely tap a thumbstick to crawl at a snail's pace.
