Who cares? The whole purpose is to show to the world that america has a nuclear arsenal.

The russians, chinese and north koreans have already done it.

Putting them on a truck means they aren't ready to be launched. Also you can't exactly drive a submarine down the street.

I don't think we have any truck-based nuke launchers anymore.
AFAIK all of our nukes are underground in silos, underwater in subs, or loaded onto planes.
