It will be run on a remote virtual machine and all of its behaviour will be monitored and logged for you to check out to see what it does.
If I had to guess, (assuming it's an executable file) it could be an obfuscated malware/ransomware whose name is randomised each time.

I think the regulatory agency to report to is CISA iirc, but I am not sure if that's just U.S. or global
