Close steam in task manager and then open it again

Two options:

1) Install Limewire, and download everything you can.

2) Ask Steam's own Support Staff for help with your Steam products, instead of on some random forum.

Try clearing the appcache folder. C:\Program Files (x86)\Steam\appcache don't delete the actual folder though and restart Steam. The folder contains cached login, configuration and user data so it is safe to delete as it'll be recreated again.
