It's a game where you emulate being a hitman. Hence it's a hitman emulator.
But the weird thing about the Hitman series is that they are less authentic sandbox games than pseudo-puzzle games. There's two or three very scripted, linear cinematic ways of killing a target.
Or you can just chuck a screwdriver at every targets' head and break the game's mechanics because it's not really balanced. That's how I cheesed the World of Assassination trilogy.
