Road related incidents should be immediate exceptions to the law. Excessive honking or high beaming is cause for a duel to the death.

yes and the clown police will come after you for this behaviour. the clown police have a maximum of 10 honks per hour, any more than this and you are in flagrant violation of clown law, which can carry sentences of up to 5 hours in a tiny car or 10 pies in the face.

Oh yes, aside from chaos and panic there is MENACING. If the officials were to pick someone up for menacing over such nonsense it would be someone's word against the officials and who would the judiciaries believe? Their officials or the accused menace?
