The European DSA is finally working
Finally, all hate speech on Steam will be banned and all the right-wing extremists on Steam will be reported and fined heavily. You can continue to speak freely, but after that you have no more freedom. Nazis out!

I'm doubtful that it'll work out as well as some people think. Most of the ♥♥♥♥♥♥♥♥ on Steam don't live in the EU, so this won't directly impact them, kind of like how Germany's hate-speech laws also don't apply to them. Maybe Valve will start moderating hate speech better but I won't hold my breath, they've been pretty terrible about enforcement of the community guidelines for a while, and unless it comes with harsh penalties for them I don't think this will change that.

I heard rumors the outage were due to media discussing Steam TOS and traffic increase, but not sure?

Valve does not enforce fines for TOS infractions of any kind, let alone ones that are specific to Europe.

Valve barely enforces their community standards as it is, it's laughable that they would fine users for it.
