Is the banning of low blows necessary for the safety of the combatants...
...or because it would be an overpowered tactic if it were permitted?

do you mean hits to the meat n two veg? i think it is a little of both. it is a sensitive area with little protection, and strong direct blows could cause grievous harm. also aye it would probably end the bout instantly, and that is not so interesting.
