Reincarnation is not a matter of direct choice. You may have some influence but ultimately your opportunities are decided by your karma. Moreover in the Buddhist system being reincarnated as an animal would be considered a bad thing. It's a lower plane of existence on the wheel of life prone to greater suffering and you only really have the opportunity to become enlightened as a human (being reborn as an Arhat or an Asura, although being a more blissful type of existence, is kind of a hindrance to that too).

In Buddhism the goal is to become enlightened, and to escape the cycle of reincarnation and the suffering that comes alongside it. If reincarnation is real, then there's a good chance that the Buddhists are right since they're one of the major religions that endorses the truthfulness of the concept. Something to think about.
