On certain cases patients can't pull back their foreskins to wash their own penises and forcing can cause tearing of the foresking, infections either due to smegma build up or attempts to have intercourse with such condition do happen and compromise the patient health.
Don't hyperfocus on malpractice cases due to religious beliefs and what not, as any one might need in the future to remove a tooth the odd man will require a circumcision.
while phimosis is horrible and i have heard it can cause immense pain during sex, it is not common and full sale performing circumcisions regardless of it is not good. it is different if someone is suffering from such a thing, but most do not.
