No.

In an magic versus energy blast combat.
Yeah probably due to magic is BS. Cause depending on what series magic rules are... it could range from it has strict and very harsh consequences in the rules or it's just nonsense and it's there for... whatever reason or it's the "**** around and find out" type of magic.

Dragon Ball HAS magic... but it isn't utilized a lot due to it's more orientated in fast paced well choreographed fighting (sometimes when it isn't a slug fest of who can beat up who quick) with the occasional energy blasts and stuff.

It's mostly used for whatever the plot demands something or when science just doesn't fit the bill that magic can give leeway.

...There's also the fact that you don't need to beat Goku if he doesn't exist.
Cause you can win any fight if the person your fighting against doesn't exist in your reality to begin with.

I get people like debating which fictional character could beat who in a fight as for fun topics.
But it literally devolves into becoming a fictional Pokemon battle with DnD rulesets and using a fictional character's entire bio as their player sheet when going to be pit up against another character from a different anime.

The only reason she would win is because of characterization.

Goku doesn't like to hit women. He would hold WAY BACK.

Sailor Moon? She will unleash her most devastating attack at a moment's notice. Plus, her friends ALWAYS deus ex machina to save her whenever she's in trouble. They literally come out of nowhere without explanation.

That said... If his life was on the line? Goku would do his "instinct" thing. Teleport behind her, and chop her in the back of the neck. She'd fall.
