with the amounts of mods there are for games, even on steam, that should be a clear indicator that its not illegal. getting banned for a particular game or service, that you will need to look at what the mod does and for what game it is. but if you download any mod off steam then in i can safely say that you will be safe.
Heck, Valve owes it's early success to the id guys letting them use and modify the Quake 2 engine for free when making the original Half-Life.
Others, like the perfidious douchebags at Rockstar, keep flipfloping; saying people can mod it, then changing their minds and banning people.
