check all cables and connections from the power supply to the motherboard, including the case if it runs through there.
you'll want to make sure the power supply switch is 'on' as well. it has its own switch.
the Power On Self Test (POST) takes only a few short milliseconds now with today's processing power. It might take ten minutes for a processor from 1990?
i dont doubt it was taking a long time to power up, but it probably wouldn't be the POST.
