Any of the old Burnout games, mainly 3 and Revenge, have never seen PC ports. Ever. Which is a huge shame, because Burnout 3 is the best racing game ever made imo.
Sonic Unleashed also doesn't have an (official) pc port. You have to rely on a fanmade port to play it on pc, so you better have that .iso ready!
Crash Bandicoot 1-3 don't have PC ports. No, I'm not talking about the nsane trilogy. I'd much rather have the ps1 originals since I still prefer those over the remakes. This one will probably never happen but it'd be really nice if it did.
(I'm assuming this doesn't fall under your console exclusive rule, since Crash is now an Activision/Xbox ip even if the original 3 games have never seen a release on non-PS systems)
The now-lost expansions are easy to find, but still, taking down the Megaton Edition was a ♥♥♥♥ move.

The new World Tour campaign is okay, but doesn't make up for it.
-call to power 1 (only 2 is offered for sale)
-dungeon siege legends of aranna (the current version on steam does not have the multiplayer, map (which is stupid it can be played solo.. and in lan) nor this aranna expention)
-rise of legends (was never rereleased after its original cd version to work on modern windows)
-rising lands DUTCH (it is on GoG but thats only the version with english language files.. this game had local versions in each nation where the units audio files also were dutch.)
**I lost this copy and wish to obtain it but every time I bought a copy online it was that same english version.. the dutch version is so much rarer to find..
-torins quest (it was a childhood favorite, lost my copy, would not mind having it again for the memories)
It's an obvious passion project by people who really love the series.
Not realeased on pc: Army of two saga, motor storm pacific rift and why not bloodborne.
And many other ps2 era games such as the previously mentioned burnout 3 or mortal kombat shaolin monks, etc
- clive barkers jericho. a favourite of mine for its gruesome aesthetics and enjoyable story/characters. the gameplay is also varied with its different playable characters. was delisted years ago and never returned. it is in fact not available on any storefront at all...
- spec ops the line. a very famous game for a reason, it is a modern adaption of "heart of darkness" in video game form. incredible game, thankfully i got it before it was delisted.
- alice madness returns WAS delisted for awhile, thankfully back now. but it is a favourite of mine so i will note it.
- dark souls prepare to die edition. still the best version of dark souls 1, and it has by far the most mods. in fact most modders still just work with this version instead of remastered. it was delisted and replaced with the inferior remastered version.
- fable 2 never got a steam release, and fable 3 was delisted. maybe with the upcoming fable game that will be remedied.
- jet set radio was delisted because of music licencing issues. :c
- resident evil operation raccoon city. not the best RE game by any means, but as a fan of the series i have a soft spot for it. like many capcom games was delisted due to "quality issues" and then never returned.
- kane and lynch dead men. this game is seen as crappy, but i loved the bleak setting and story/characters. was delisted, not sure why.
- neverwinter nights 2 platinum version. the amazing NWN2 was removed from steam and replaced by a really awful, buggy, unstable remastered edition. thankfully i have the original.
- prey (2006). love this one, the gravity gameplay and disturbing horror elements made this one very memorable to me. sort of a forgotten game now after the success of prey (2017). was delisted but unsure why, possibly because they did not want folks getting confused between it and the new game. but they could have just renamed it prey (2006)...
- saw. crappy survival horror game, but i love crappy survival horror games! was delisted, and the sequel never got a pc release.
