Why pick on China?
As a country, it's not too bad in global terms. Not good by any means but there are plenty of other countries that are worse.

More important, Trump wants to build multiple refining facilities for critical materials, which would increase air pollution significantly.

So why you pick on China.

Because producing those critical materials domestically means we'll do so in compliance with existing regulations.
And the simple fact that we wouldn't pour wastes in the river would already put us vastly ahead of China.

Then there is also the strategic consideration of reducing the reliance on a foreign producer that is inevitably going to come at odds with the USA in the future being ultimately a good thing.
