In lay, familiar terms if you liked GoT, there are always parts of the world where cut-throats are in charge, and these societies led by cut-throats will give way to practical and productive societies once they learn to stop tormenting innocent people.

There was a scene in GoT where Bron was making this point to the remaining Starks and Tyrion after 'not' busting his nose, and it does ring true for real life in history.

Occasionally the 'cut-throats' discover that innocent people have uses, begins to enact charters or 'laws' to protect them, and they then focus just on the more 'useless' who inevitably morph into the criminal class, wherever in the world this is.

This is what specifically gives these more practical-minded racketeers the advantage over those who prey on the innocent or remain ignorant of it. The innocent learn that to stay alive, they must flock around those who kill, but not 'them' objectively. This eventually gives way to bartering for better 'quality of life', but for now it bolsters the cut-throats who mainly leave them alone, as they distance themselves naturally from those who would torment or kill them for leisure.

These new racketeers, without abandoning the 'cut-throat' tendencies yet, then begin to very quickly dominate and subjugate other rackets with ease, often with just suggesting this better way of conducting business, or else... Society begins to be born from the chaos, well on its way to becoming something imperial.

Now when it comes to these pacifistic crybabies; who can't get past gendered languages like Latin-based or Slavic-based ones and also can't stop salivating over taking everyone's weapons away and preventing people from going out in the woods for their own 'safety', I have some reservations.

Using the CHAZ/CHOP disaster as an example, how are these overgrown babies going to impose order after they first, weaken society to the point that thugs like Raz Simone become dominant, and there's no hard line to make sure order can be imposed over the predators who target the innocent like Simone did for the sake of general, cold, efficiency?

This is where they are left dumbfounded and speechless every time.

All they are doing is throwing society into chaos and inevitably resetting nationalism and imperialism. We already did this... Once this cycle is completed, everything they stand for expires. Something similar happened in France, and later in America, the USSR, and in China. They will become the problem, and depending on the nature of these 'cut-throats' they may be next on the menu as the 'more useless', I mentioned above.
