They probably have a website, that may tell you what it is, or perhaps they have a leaflet that you can take to inform yourself about such matters.
As far as I know, it's supposed to do something good. It's probably needed because they have all those different languages and customs, and it's needed to properly communicate, so you can get things done more efficiently. To make it possible to manage things such as maintaining wild life and how to manage that between regions. For instance, how wild life may travel from one place to another. Things like that need to be managed and discussed between and across borders, otherwise you can't manage them at all.
Obviously people are elected for such tasks, because they need to be competent enough to be able to do that and make such decisions.
