when you open a direct msg on a browser you can just change the user id and text anyone you want, but the msg does not always get thro

Are you in any group chats?

Non friends can send you private messages if you are in the same group chat as them.

Steam used to give you a warning that you're getting messaged by someone that's not on your friend list; maybe the warning no longer gets sent because of a bug? Or maybe it's an option now
