Let me give you an example. In a hypothetical scenario, let’s say I stole a bag of Hot Cheetos. I just walked in, grabbed it, and walked out. Of course the camera caught me doing it. But if the police wanted to do something about it then they would have to get a warrant for my arrest, drive to my house, arrest me, drive me to the police station, have me booked, go to court because of Hot Cheetos. It’s too much effort over a bag of snacks.
Disclaimer: I’m not defending criminals. All I am saying is police rather allocate their resources on something else.
