What happens to your Steam account after you die?

I would assume someone's family/friend would take control and debate if they'll delete it or keep it. I mean a good example would be the Gmod map creator Fartomacamatron (Don't think I spelled his user right), he died yet his brother kept his account up

Several EU countries have data protection laws that give heirs the right to request account deletion upon death but I can't find any threads or articles about that. Do you know what would happen if I, as an heir, requested an account to be deleted?

You assume incorrectly. The Library in your Steam account is nothing but a collection of EULAs between you and various developers. When you die, those licenses are not transferrable to next of kin because they are legal contracts specifically between you and a company.
