Say you owned a country, you were the supreme ruler dictator blah blah blah but nobody knew you were. (Or some kind of roundtable of secret rulers) instead you have a puppet government installed with a fake president.

You provoke an already vilified country into attacking you by tugging on the other leaders ego and pride and they go to war with you. You get your contacts/connections/bosses/blackmailers/masters in a higher power to contact/puppeteer their minions in major media outlets or NGOs that they created beforehand to propagandise whatever needs propagandised to make this work and rally support for you

Then have these developed countries under this cult you are apart of to send billions of tax payer money to your country under the guise of supporting this ally country, which you take 80% secretly. You launder it and keep it and distribute it thusly.

If your that powerful anyway, why not just build industry within your own country via state funds and appoint yourself / stooges in charge of it and skim the profit?

Longer lasting, less hassle and everybody will thank you for it.
